Dr. Bernard Steinbacher is a board-certified internal medicine physician with over 20 years of experience in hospital medicine, payment integrity, and medical policy development. He currently serves as Senior Medical Director of Affordability at Horizon Blue Cross Blue Shield of New Jersey and continues to practice as a hospitalist in Pennsylvania. Additionally, he has oversight of a rural health clinic in the heart of Clinton county.
His career spans leadership roles in payer organizations, health systems, and AI-driven healthcare technology companies. Dr. Steinbacher has created and updated medical policies, directed fraud, waste, and abuse investigations resulting in multimillion-dollar recoveries, and chaired committees on reimbursement, credentialing, and quality improvement.
As a Certified Professional Coder and practicing physician, he brings a unique balance of clinical expertise and deep knowledge of billing, coding, and claims systems. His work has been published in leading journals and highlighted in national media outlets.
Through Stonecreek Medical Consultants, Dr. Steinbacher provides strategic advisory services, clinical reviews, and expert witness testimony for payers, providers, and legal teams.
